MERCHANT SHIPPING (CERTIFICATE OF DECK AND ENGINEERING OFFICERS) REGULATIONS, 1989 (LI 1424).

(1) The Secretary shall issue in appropriate cases the following certificates of competency— (a) Deck Certificates— (i) Skipper Full; (ii) Second hand Full; (b) Marine Engineering Certificates— (i) First Class Engineers (Fishing); (ii) Second Class Engineers (Fishing). (2) The certificates specified in sub-regulation (1) of this regulation shall be issued to persons who pass the relevant examinations prescribed by the Secretary.

A person shall be issued with the relevant certificate of competency upon payment by him of the prescribed fee.
