2. Functions of the Authority
(1) For the implementation of the manpower policy of the Government as defined in the Schedule2(2) the Authority shall
(a) formulate plans and policies for the development, education and training, and the effective utilisation of the human resources in all sectors of the national economy;
(b) review and evaluate the manpower aspects of national economic plans and the main priorities for providing the needed supply of manpower;
(c) advise and evaluate plans for the development of a national system of education and training with the object of meeting the manpower and employment needs, and achieving the objectives, of national development;
(d) evolve suitable plans to develop and maintain full information on the employment status of university graduates from both Ghanaian and foreign universities and, in co-operation with the appropriate agencies, devise an active programme to assure their productive employment, together with suitable plans for the reception, transportation and accommodation of graduates out turning from outside the Republic;
(e) undertake periodic assessments of the manpower resources and requirements of the country and foster the development of regular statistical services for this purpose;3(3)
(f) develop plans and propose suitable programmes for vocational guidance;
(g) develop plans and programmes to promote, expedite and co-ordinate the production of needed skills through actual employment experience and work-related training within employing establishments and in co-operative programmes which link formal schooling with work experience;
(h) develop and ensure the implementation by appropriate bodies, of plans, programmes and projects designed to reduce unemployment and check the causes of unemployment;
(i) initiate policies, plans and programmes for periodic assessment of the manpower resources and requirements of the country in consultation with and utilising services of the Statistical Services and other appropriate agencies;
(j) maintain continuous and close contact with employing authorities and agencies concerned with manpower problems, particularly with the Public Services Commission, the Ministry responsible for Education, the Universities, the Scholarships Secretariat, the Ministries responsible for Labour, Social Welfare, Youth, Rural Development, Agriculture, Industries, Trade, the Ghana Employers’ Association, the Chamber of Commerce, the Trades Union Congress, institutions concerned with management training and vocational training, and any other affected agencies;
(k) review the policy of the Government on population and migration and advise on appropriate action as well as on measures to be taken to ensure the fullest development and utilisation of the human resources of the country and to co-ordinate population activities in the country generally; and
(l) perform any other functions as are necessary for the implementation of this Act.
(2) The Labour Act, 2003 (Act 651), shall have effect subject to this section.4(4)
