EXTRACT FROM JUDGMENT:
“The purpose of Act 297, as I see it, is to provide a measure of uniformity in case of neglect of children and to try as much as possible to keep such cases out of court. I do not see that there is anything in the customary law liability to maintain which ought to put cases arising upon it outside the reach of the statute. The expression legally liable to maintain is wide enough to embrace cases where the liability arises in customary law and I see nothing in Manu v Kuma (supra) to the contrary.”
